The soil should be moist but not wet. Depending on what medium you're using to grow with determines how much water you give them.Ideally they should be in about 65% moisture level soil and light bottom heat really helps or at least not on a cold floor. Later on as they have good root structure and many leaves you can feed them to a "run off" out the bottom but use care.
